As its name states, the Planning and Development Division manages the transit network's development. Responsible for the development and implementation of the RTL's strategic development plan, this division takes part in the studies and surveys required to carry out its strategic plan.

The Planning and Development Division determines and periodically adjusts bus schedules and routes since it is also responsible for service reliability.

Favouring customer focus approach as part of a continuous improvement process, the Engineering Division manages the technical group as well as the planning of vehicle.
